Sheffield SEND Strategy and Delivery Plan
The SEND Strategy has now been published on the Local SEND Offer website and the Delivery Plan has been shared.
The Strategy builds on the Sheffield SEND Manifesto, which was published in July 2025.

Sheffield SEND Strategy
The Sheffield SEND Strategy has now been published on the Local SEND Offer website.
It has been created by the Local Area SEND Partnership, which includes Sheffield City Council, South Yorkshire ICB, Sheffield Children’s NHS Foundation Trust, Sheffield Parent Carer Forum and Learn Sheffield.
Our SEND strategy, Shaped By What's Around Us, builds on the SEND Manifesto published in July 2025 and has children, young people and their families at its heart. Briefly, the three priorities are:
- Workforce & Structures
Creating the workforce that Sheffield children and families need
- Processes
Developing processes that work for everyone and lead to better outcomes
- Governance & Accountability
Redesign the system to ensure we make fair decisions and we do what we said
