Governance Training 2016/17

Learn Sheffield now co-ordinates governance training and development, having been commissioned by Sheffield City Council. The offer for this year can be found below and runs until July 2017. It was developed by consulting with school governors, trustees and directors through the survey carried out in the spring of 2016 by the Sheffield City Council Governor Support Team and through direct discussions with governance representatives.

We believe that this package offers both excellent value for money and a comprehensive range of high quality opportunities for each governing body or board to tailor to their specific needs. The offer is delivered by a wide range of quality assured providers including, amongst others, Teaching Schools, National Leaders of Governance, Universities and Learn Sheffield’s own team. It constitutes an offer by the city to the city, and is an excellent example of Sheffield’s school led system at work.

Induction Training

The programme of training sessions below is aimed at new governors. There are four cohorts planned, two in the autumn term and one each in the spring and summer terms, but more may be added if there is sufficient additional demand.

This programme is provided in partnership with Learners First Schools Partnership, which builds on the successful partnership established in 2015-16. Learners First will offer the same programme as part of their Governor Development Offer, which some Sheffield schools access via the Learners First Subscription Offer. This will also provide some opportunities for colleagues to access alternative sessions or groups when the cohorts mentioned below are not suitable.

The programme is relevant for governors from all phases and settings and is organised into the four core sessions below. The programme aims to support new governors to better understand:

  • The role of governing bodies and why they exist
  • How to be an effective member of a governing body
  • The key roles and responsibilities of governing bodies in contributing to school improvement
  • The different and complementary roles of the headteacher and the governing body
  • Roles of different stakeholders and their relationship with the governing body

Development Training

A programme of training sessions designed to develop governors. This programme will not vary much from year to year, to allow governing bodies to plan their training into the future and meet the development needs of their governing body. The training will be spread throughout the school year, with sessions run as either twilights or on a Saturday morning. Most training will have more than one cohort each year.

Governance Conference

Estelle MorrisEstelle Morris
Estelle Morris, Baroness Morris of Yardley was a Member of Parliment for Birmingham Yardley from 1992 to 2005 and served in the Cabinet as Education Secretary.

She is also a former Pro Vice-Chancellor of the University of Sunderland and is currently Chair of the Birmingham Education Partnership.


Marc RowlandMarc Rowland
Marc Rowland is Director of Policy and Research at the National Education Trust.

The second edition of his book 'An Updated Practical Guide to The Pupil Premium' was published in December 2015.

Marc has close links to Sheffield, where he has been a Governor & Trustee, and has been a key contributor to the development of the Sheffield Priorities.


Brian LightmanBrian Lightman
Brian Lightman was General Secretary of the Association of School and College Leaders from September 2010-Januaty 2016.

He has now established an education consultancy and is a patron of the National Citizen Service and serves on the boards of the Careers and Enterprise company and the PiXLEdge Trust.

Governance Briefings

Regular briefing sessions, which are free to all governors, are designed to keep governors up to speed. This will include termly briefings, which share the key issues that governors need to be aware of and will be filmed so that governors who cannot attend in person can still access the content.

We are also introducing a briefing for each locality, which will summarise the key local priorities. These will also be open to any governors in the locality without cost.

Other content will be developed and made available for all governors to access, including ‘short clips for school leaders’ which will be hosted on the same part of the Learn Sheffield website. When appropriate additional bespoke briefings will be added, in the same way that the Prevent briefings were in 2015/16. These will generally either be free or at a nominal additional cost.

Safeguarding Training

We have not included safeguarding training elsewhere in this offer because we would want all Sheffield Governors to access their safeguarding training through the Sheffield Safeguarding Children’s Board. This ensures that, in this critical area, there is consistency of message and procedure across the city.

A summary of the available training for Sheffield governors, directors and trustees is below, along with the link to the Sheffield Safeguarding Children’s Board website for up to date information.

Safeguarding Governors Training

This training is required for all Safeguarding Governors but is also useful for other members of the Governing Body. It is not the same as the 'whole-school' Basic Safeguarding Children in Education Training, although Governors are welcome to attend this within their school.

The session is delivered by the Sheffield Safeguarding Children Service and will look at:

  • Definitions of safeguarding children & young people
  • Role of the Governing Body
  • Safeguarding policies and procedures in schools
  • Safer schools
  • Local and national guidance
  • Identifying safeguarding support in Sheffield
  • Requirements for staff safeguarding training
  • Remedying 'deficiencies and weaknesses'
  • Ofsted Inspections
  • The Head Teacher’s Annual Report to Governors

  • Allegations against staff

National Leaders of Governance

Schools should also be aware that, as part of their designation arrangements, National Leaders of Governance (NLGs) offer skills and experience to support other chairs of governors to improve performance in their school or academy.

Information about Sheffield’s NLGs can be found on our website, including ‘pen portraits’, and you can make contact with them via their generic email address sheffieldnlgs@gmail.com.

Consultancy

A range of options designed to develop exactly the review and development activity that the governing body requires. The costs shown are typical but a final price can’t be given until all of the details, including who will provide the training or consultancy, are confirmed with the school. The ‘Review of Governance’ and ‘HT Performance Management/Appraisal’ are also available through the Learn Sheffield School Improvement Offer.

Quality Assurance

Learn Sheffield will put in place a robust quality assurance programme for the Governance Training Offer. This will include analysis of feedback from participants, sharing and scrutiny of materials/resources and a programme of QA visits to sample sessions.
