Healthy Minds Framework Roll-Out Update

On the 23rd January, Learn Sheffield hosted a workshop with representatives from the school sector, Sheffield City Council, Sheffield Clinical Commissioning Group and Sheffield Children’s NHS Foundation Trust, to discuss how the “Healthy Minds Framework” can be rolled out across Sheffield’s schools through a phased commissioning approach.

The Healthy Minds Framework has been developed as part of the CAMHS School Link Pilot which 10 schools in Sheffield have been taking part in. The framework is made up of a bronze, silver and gold level, which forms a universal, targeted and vulnerable element. The purpose of the framework is to enable in-reach of CAMHS staff into schools, to help the schools support the emotional wellbeing and mental health of their pupils. It is important to note that the framework is not about CAMHS clinicians doing direct work with pupils, it is about supporting schools to support emotional wellbeing and mental health themselves. 

 

Sheffield CCG and Sheffield City Council have committed to rolling-out the framework through a phased approach, with the next phase involving an additional 40 schools. At the Learn Sheffield workshop, three options for roll-out were presented:

1.    An application process which selects the 40 best applicants, regardless of location.

2.    Selection of two localities to take part.

3.    A roll-out which involves a minimum of 4 schools from each locality taking part. These schools would be selected through a locality application process. The schools selected in each locality would have a responsibility to disseminate their learning to other schools in the locality.

After a number of presentations and a group exercise, it was agreed that option 3 of the above, was the best for roll-out. This option was selected as it ensures that every locality will be part of the next phase and it should also have a positive impact on schools which aren’t part of the next phase.

At the end of the meeting, the following actions were agreed:

·        School sector representatives would go back to their respective areas and update their colleagues.

·        Learn Sheffield would contact any representative who couldn’t attend and inform them of the outcome of the meeting.

·        Learn Sheffield will facilitate an application process with the seven localities. It is anticipated that this application process will open in mid-late February, with a deadline of mid-March. A panel (membership to be decided), will scrutinise the applications and select the 40 schools for roll-out, with delivery beginning from April 2017. The application form for this process will be shared as soon as possible.
